Now I'm giving it a little home nestled down here at the end of our pubs list, for anyone who wants a copy. It is an interesting paper, and hits many theoretical points still salient today! I'll have to update the reference once I find out what book it came from. There's a note on the first page about its original source, but this is a reproduction in a later book.
